For Review: Traffic Signal Design Handbook (Publication 149) Rewrite
- Completely reorganize and revised the publication into 6 Parts (36 chapters)
- Updated content to be consistent with the latest PennDOT practices and pubs and MUTCD
- Present a holistic traffic control signal design approach
- Define & include other various special-use & misc. traffic signals other than R-Y-G signal
- Pull together & consolidate similar subject matter material into its new individual chapter
- For operations, Chapter 10 indicates that designers shall use the Signal Timing Manual, 2nd Edition (STM2) for the design of operational aspects of traffic control signals. Any PA supplemental info ito be provided for an STM2 topic is presented within the individual Chapter 10 sections.

TSAMS Update 12-18-2024
- Within the Signal Owner module:
- Added ability to generate a component inventory for each municipality. All components are displayed in separate tbales according to their specific category.
- A new permit section is added to display all permits associated with a municipality. The permit information for both Signal and Non-Signal are displayed in separate tables.
- Traffic signal related documents from EPS and ECMS can now be accessed from the TSAMS document section in Projects, Signal, and Non-Signal modules. Both ECMS and EPS documents are displayed in separate tables.
- "ADA" has been added to the title of the Bike/Ped module.
- In the Signal Module, a "Denied" option is added to the Signal Status drop-down.
- Resolved the issue of an error when the user downloaded some of the reports in certain modules.
- An error in the Ped/Bike module was fixed when user attempts to edit or delete the street details.
- Roundabout records can now be created in TSAMS capturing all the applicable roundabout information.
- The roundabout location can be created from the map as well as entering the latitude and longitude manually.
- User can enter comments and create a comment history for each location like other modules.
- Roundabouts can be associated with one or more projects.

Green-Light Go Year 10 Application Period
PennDOT is announcing the next round of the Green Light-Go Program (Year 10). Prior to application submission, applicants must complete and submit a Pre-Application Scoping Form in accordance with the Green Light-Go Program Guidelines. Pre-Application scoping forms will be accepted via email (GLG@pa.gov) until November 22, 2024. PennDOT will review and provide comments on the Pre-Application Scoping Forms by January 31, 2025.
Full applications must be submitted electronically through the DCED Single Application for Assistance between February 1, 2025 and February 28, 2025. Instructions for completing the application are in the Green Light-Go Program Guidelines.
It is anticipated awards from this application round will be announced in summer 2025 and the projects must be completed by spring 2028.

TSAMS Update 7-25-24
PennDOT’s Traffic Signal Asset Management System (TSAMS) has been updated on July 25, 2024 with the following features, bug fixes, and a completed Pedestrian/Bicycle module:
New features/enhancements
- A
left navigation is implemented for Non-Signals, Signal Owner, and Projects
modules, and therefore nine out of ten TSAMS’ modules are now left hand
capable. The left navigation allows users to maneuver the application more
efficiently and effectively.
- A
signal system can now be associated with a project.
- Documents
can be added without entering the municipality contact details in Signal
Owner module. This allows user to save documents at municipality level.
Bug Fixes
- Resolved
the issue of an error when the user isolates a signal from the signal
system.
New Module – Pedestrian/Bicycle
- A
complete Ped/Bike location record can be created from the map.
- Documents
can be stored for each location as well as for each facility.
- Users
can enter comments and create a comment history for each location. Also, a
facility can have its own specific comment history.
- Projects
can be associated with the Ped/Bike module.

2024 ARLE Funding Program Application Period
PennDOT will be accepting applications for the 2024 Automated Red Light Enforcement (ARLE) Funding Program from June 1st through June 30th, 2024. The 2024 program will continue to prioritize safety enhancements considering both PennDOT's Safety Network Screening methods for the project location and Crash Modification Factors associated with proposed improvements.
A pre-application scoping form is required prior to submitting an application. Scoping forms should be submitted via email to ARLE@pa.gov. Feedback on scoping forms submitted by April 30, 2024 will be provided by May 31, 2024. The completed and reviewed scoping form must be uploaded as an attachment to the formal application submission.
The scoping form is a fillable web page. If you wish to save a partially-completed form to finish later, click the “Save” button at the top of the screen and save the file to your computer. When you want to work on the form again, navigate to the scoping form webpage, click “Open” at the top of the page, and select the file you saved to your computer.
When you are ready to submit the scoping form, click the “Save” button and then attach the file to an email to ARLE@pa.gov. Please also attach a detailed cost estimate and project location map.
