New edition of Publication 46, Traffic Engineering Manual

Publication 46, Traffic Engineering Manual, has been revised on January 27, 2026. This update coincides with Pennsylvania's adoption of the Manual on Uniform Traffic Control Devices, 11th edition and includes changes proposed through Clearance Transmittals T-25-008 and T-25-012

Changes related to traffic signals in Publication 46 include:
  • Incorporated several strike-off letters:
    • 494-25-06, Traffic Signal System Toolbox (Publication 46 portion only)
    • 494-25-05, Chapters 7 and 11
    • 494-25-01, Chapter 12, Engineering Software
    • 494-21-03, Chapters 1 and 4, Proprietary Equipment Approval Process
  • Removes meanings of traffic signals in Chapter 4 since this repeats information already in the Vehicle Code and the MUTCD
  • Removes traffic signal design-related content, which is proposed to be added to Publication 149 (see Clearance Transmittal T-25-001). Note: the policies in the 2012 edition of Publication 46 being relocated from Publication 46 to Publication 149 will remain in effect until the 2026 edition of Publication 149 is issued.
  • Removed traffic signal maintenance-related content, which has been incorporated into the 2020 edition of Publication 191, Traffic Signal Maintenance Manual
  • Updates to various hyperlinks and cross-references

Pennsylvania adopts MUTCD 11th edition

On January 17, 2026, PennDOT published notice in the Pennsylvania Bulletin officially adopting the Manual on Uniform Traffic Control Devices (MUTCD), 11th edition. The provisions of the MUTCD 11th edition shall provide the standards applicable in the Commonwealth of Pennsylvania under 67 Pa. Code Chapter 212 (relating to official traffic-control devices).

Green Light-Go Year 10 Awards

TSAMS Update 12-18-25

PennDOT's Traffic Signal Asset Management System (TSAMS) has been updated on December 18, 2025, with the following features and bug fixes:

New features/enhancements

  • Users can now view Document Type, Cycle, and Attached By for EPS documents in the Document section.
  • In a document's Image Preview section, images can now be sorted by upload date.
  • The previous limit of 500 signals per municipality has been removed; users can now access all available signal records.
  • Product Approvals has b een added as a Type option in the document section across the application.
  • In the Signal module, a UCC Indicator field has been added to the Location tab, allowing users to select from three dropdown options.
  • In the Projects module's Advanced Search screen, the ROP Project ID field now accepts alphanumeric characters.
Bug Fixes
  • The error that occurred after a district administrator approved component requests has been fixed, and no error message is now displayed.
  • The error that occurred when users clicked Save and Exit after making changes in the Non-Signal module has also been resolved.

For Review: Traffic Signal Design Handbook (Publication 149) Rewrite

PennDOT is soliciting comments relating to the draft rewrite of Publication 149, Traffic Signal Design Handbook. This is the second draft for review (the previous draft was distributed in January 2025). Comments will be accepted through January 9, 2026. Please see instructions below.

Publication 149 is being reorganized and revised to include the following key updates:

  • Completely reorgnized and revised the publication outline into 6 parts (36 chapters)
  • Updated content to be consistent with the latest PennDOT practices and pubs and MUTCD
  • Present a holistic traffic control signal design approach
  • Define & include other variable special-use & misc. traffic signals other than R-Y-G signal
  • Pull together & consolidate similar subject matter into its new individual chapter
  • For operations, Chapter 10 indicates that designers shall use the Signal Timing Manual, 2nd edition (STM2) for the design of operational aspects of traffic control signals in PA. Any PA supplemental info to be provided for an STM2 section topic is presented within the individual Chapter 10 sections.

New Signal Portal Notification Service

Due to reduced quality of the third-party service we were using for Traffic Signal Portal notifications (follow.it), we have migrated to a new notification system hosted in-house on PennDOT servers. All email addresses with active subscriptions have been moved to the new system and should no longer receive emails from follow.it. Notifications will now come from signals@pa.gov, which will occur no more than once daily at 8:00 AM. If you encounter issues, please contact us at signals@pa.gov.

Green Light-Go Year 11 Application Period

PennDOT is announcing the next round of the Green Light-Go Program (Year 11). Prior to application submission, applicants must complete and submit a Pre-Application Scoping Form in accordance with the Green Light-Go Program Guidelines. Pre-Application scoping forms will be accepted via email (GLG@pa.gov) until January 2, 2026. PennDOT will review and provide comments on the Pre-Application Scoping Forms by February 28, 2026.

Full applications must be submitted electronically through the DCED Single Application for Assistance between March 1, 2026 and March 31, 2026. Instructions for completing the application are in the Green Light-Go Program Guidelines.

It is anticipated awards from this application round will be announced in summer 2026 after passage of the 2026-27 state budget and the projects must be completed by spring 2029.
