The Green Light-Go: Pennsylvania’s
Municipal Signal Partnership Program (Green Light-Go Program) is
designed to improve safety and mobility by reducing congestion and improving
efficiency of existing traffic signals on state highways. The Program is
comprised of the Local Grant Element (Designated only Corridors funded through
Act 89 of 2013) and the PennDOT Project Element (Critical Corridors).
Municipal applications for the Green Light-Go Program require a 50% match using
municipal or private funds.

Projects
- Study and Removal of Unwarranted Traffic Signals
- Traffic Signal Retiming
- Development of Detour, Special Event and Operations Plans
- LED Replacement
- Asset Management
- Traffic Signal Operations (Real-Time Monitoring)
- Traffic Signal Maintenance
- Innovative Technologies (e.g. Adaptive signals)
- Communications
- Connections back to Traffic Management Center (TMC)
- Detection Upgrades
- Controller Upgrades
- Modernization Upgrades (poles, etc.)
- Other Traffic Signal Improvements
For each improvement being suggested, the Department suggests that
the applicant justify the need for the project by answering the following
questions:
- Why and what improvements are needed verses what is nice to have?
- What mobility or safety issue is being addressed by this improvement?
- Explain how your improvement will address the issue?
- Who is going to maintain and operate the suggested improvements?
