Green Light-Go Year 12 Application Period

PennDOT is announcing the next round of the Green Light-Go Program (Year 12). Prior to application submission, applicants must complete and submit a Pre-Application Scoping Form in accordance with the Green Light-Go Program Guidelines.

The pre-application scoping form has been redesigned as a fillable web page, and the cost estimate and location map are now built directly into the interactive form. If you wish to save a partially completed form to finish later, click the "Save" button at the top of the screen and save the file to your computer. When you want to work on the form again, navigate to the scoping form webpage, click "Open" at the top of the page and select the file you saved to your computer. When you are ready to submit the scoping form, click the "Save" button and then attach the file to the submission email.

Pre-Application scoping forms will be accepted via email (GLG@pa.gov) until January 4, 2027. PennDOT will review and provide comments on the Pre-Application Scoping Forms by February 26, 2027.

Full applications must be submitted electronically through the DCED Single Application for Assistance between March 1, 2027 and March 31, 2027. Instructions for completing the application are in the Green Light-Go Program Guidelines.

It is anticipated awards from this application round will be announced in summer 2027 after passage of the 2027-28 state budget and the projects must be completed by spring 2030.

We are excited to announce the Traffic Signals Technologies (TST) program is now part of Green Light-Go! $5 million will be allocated for eligible projects, which include:

  • A system that synchronizes and times traffic signals.
  • Adaptive signal control technology that utilizes sensors to monitor traffic flow, vehicle delay and queues in order to optimize the timing plan of the traffic signal in real time.
  • Controller, detection and communication technology to support traffic signal timing and synchronization updates using automated traffic signal performance measures.
  • Controller and communication technology to support unified command and control.

Traffic signals upgraded with TST projects must be connected to PennDOT's Unified Command and Control (UCC) system.

TST will utilize the same application and pre-application forms and process as Green Light-Go. Applicants can simply select "traffic signal technologies" as the project type. TST eligible applications are not required to provide any matching funds. The 20% match requirement remains in effect for all other GLG applications.

Applicants are reminded that all Green Light-Go projects are required to follow PennDOT design requirements for traffic signals. PennDOT revised the Traffic Signal Design Handbook (Pub 149) in May 2026, and the new edition applies to all GLG projects funded in this round. Key changes to consider for scoping GLG projects include:

  • Project scope levels (Section 6.2)
  • Vulnerable Road User Study (Chapters 8 and 9)
  • Bicycles (Chapter 9)
  • Left Turn Phasing (Section 10.3.3)
  • Vehicular Signal Indications (Section 16.2)
  • Accessible Pedestrian Signals (Section 16.3)
  • Detection zone function and location (Section 17.2.2)
  • Traffic Signal Plan Sheet Charts & Diagrams (Section 33.4)
Please refer to the major policy changes list attached to the front of Pub 149 for more information on these topics as well as the Pub 149 chapter/section cited above.
